Elsa used this hiding place when she first arrived in Storybrooke, this is also the place where she created the snow monster. It is a marine storage place in Storybrooke and in Steveston. It is pretty easy to find when you know where to look: 

Go behind the red building (Steveston Drugs), you will see an orca painting in front of you. Then, look at your left, walk and you should see the storage with the wood fence with written "Do not block gate ever!!!". This is the place!
